Mr Wong Cho Bau, JP
Chairman

Mr Wong Cho Bau, JP, an entrepreneur, has more than 40 years of business experience and is one of the pioneers of the establishment of the Shenzhen Special Economic Zone. His business interests have expanded from property development to hospitality, aviation, and tourism. He is an Honorary Fellow of City University of Hong Kong and currently serves as Chairman of East Pacific (Holdings) Ltd., Shenzhen East Pacific Group Ltd., Donghai Airlines Co., Ltd., Donghai Jet Co.,Ltd., Langham hotel, Shenzhen and Cordis Hotel, Beijing.

In addition, Mr Wong is a National Committee Member of the 10th to 13th Chinese People’s Political Consultative Conference, an Executive Councillor of the 4th Council of China Overseas Friendship Association, and a Committee Adviser of Hong Kong Association for The Promotion of Peaceful Reunification of China. He was formerly a Councillor of the 1st and the 2nd Council and an Executive Councillor of the 3rd Council of China Overseas Friendship Association. He is also the Chief Director of the Hong Kong Federation of Hong Kong Chiu Chow Community Organization.

Mr Hou Wei
Vice Chairman and Chief Executive Officer

Mr Hou Wei was appointed as Vice Chairman of Greater Bay Airlines in June 2025 and assumed the position of Chief Executive Officer in July 2025.

He joined the International Cooperation Department of the Civil Aviation Administration of China in 1994, serving the Foreign Affairs Division and Bilateral Affairs Division. In 2000, he took up the position of Manager, North Asia Office at the International Air Transport Association, responsible for the commercial operations of the Products and Services Department in North Asia. In 2005-2018, he held various senior positions at Hainan Airlines and Capital Airlines, including Deputy General Manager of Marketing, General Manager of Marketing, Marketing Director, Vice President of Marketing and President. He gained extensive expertise in marketing operations, particularly in the development and management of international routes for Hainan Airlines. He is an aviation veteran with a strong network of connections in the industry.

In 2018-2023, Mr Hou was the Chairman of Hong Kong Airlines. He led the company through a three-year bankruptcy restructuring process, completed in April 2023, amidst the bankruptcy and reorganisation of the major shareholder HNA Group. Despite the loss of financial support from shareholders, impact of social unrest in Hong Kong and the global pandemic situation, he maintained the airline’s operational safety through restructuring and operational downsizing as well as securing funding from various sources. He managed to continue the airline’s license and introduce strategic investors. Following the successful completion of the debt restructuring, profitability was achieved within the same year.

Mr Hou has extensive experience in aviation organisation management as well as marketing and sales for airlines. An expert in civil aviation in Mainland China and Hong Kong, he is a competent leader with a global vision.

Mr Hou graduated from the Beijing Language and Culture University in 1990 with an arts degree in Chinese language and literature.

Professor the Hon Arthur Li Kwok Cheung, GBM, GBS, JP

Professor Li was a Director of the Bank of East Asia (1995-2002) and was re-appointed a Director in 2008 and was appointed as Deputy Chairman in 2009.

Professor Li is a Member of the Executive Council of the Hong Kong Special Administrative Region (“HKSAR”) (he was also a Member from 2002 to June 2007 and from July 2012 to June 2017). He is the Chairman of the Council of the University of Hong Kong. Professor Li was a Member of the National Committee of the Chinese People’s Political Consultative Conference (1998 – 2018).

Professor Li is an Independent Non-executive Director of Shangri-La Asia Limited (listed in Hong Kong) and Nature Home Holding Company Limited (listed in Hong Kong), and a Non-executive Director (from May 2010 to December 2014, and was re-appointed on 20 January 2016) of BioDiem Ltd..

Professor Li was the Secretary for Education and Manpower of the Government of HKSAR (2002-June 2007). Before these appointments, he was the Vice-Chancellor of the Chinese University of Hong Kong (1996-2002) and was the Chairman of the Department of Surgery and the Dean of the Faculty of Medicine of the Chinese University of Hong Kong.

Professor Li had held many important positions in various social service organisations, medical associations, and educational bodies, including the Education Commission, Committee on Science and Technology, the Hospital Authority, the Hong Kong Medical Council, the University Grants Committee, the College of Surgeons of Hong Kong, and the United Christian Medical Services Board. He was a Member of the Board of Directors of the Hong Kong Science and Technology Parks Corporation and the Hong Kong Applied Science and Technology Research Institute, and Vice President of the Association of University Presidents of China. He was a Hong Kong Affairs Adviser to Chinese Mainland.

The Hon Andrew Leung Kwan Yuen, GBM, GBS, JP

The Hon Andrew Leung has extensive experience in textile manufacturing and wholesale distribution businesses. He is also a senior member of the Textiles Institute and a member of the Clothing and Footwear Institute. Since 2004, Mr Leung is the representative of the Federation of Hong Kong Industries in the Industrial (First) functional constituency in the Legislative Council of the Hong Kong SAR. He was elected as the President of the Sixth And Seventh terms of Legislative Council in October 2016 and January 2022 respectively.

Mr Leung used to hold several public positions including the Chairman of Vocational Training Council, the Director of the Hong Kong Mortgage Corporation Limited, the Chairman of the Hong Kong Productivity Council, the Non-Executive Director of Mandatory Provident Fund Schemes Authority, a member of the Economic Development Commission and the Deputy Chairman of the Business Facilitation Advisory Committee. He was also the Honorary Chairman of Textile Council of Hong Kong, a member of the Competition Commission, and the Council Member of the Hong Kong Trade Development Council.

Mr Stanley Hui Hon Chung, JP

Serving on the Board since the establishment of Greater Bay Airlines, Mr Hui assumed the post of Chief Executive Officer from June 2022 to March 2024. He has a career in aviation, from airlines, airport to aircraft leasing, spanning over 45 years. He joined Cathay Pacific in 1975 and had held a range of management positions in Hong Kong headquarter and overseas offices. He was the Chief Operating Officer of AHK Air Hong Kong, an all cargo airlines, from 1994 to 1997, the CEO of Hong Kong Dragon Airlines from 1997 to 2006, and the CEO of Hong Kong Airport Authority from 2007 to 2015.

A milestone development during Mr Hui's tenure at Hong Kong International Airport (HKIA) was the expansion of existing airport facilities and the preparatory work for the Three-Runway System. Commissioned in November 2024, the Three-Runway System is a critical project for Hong Kong as a regional and international aviation centre, playing a unique role in the national strategic development of the Guangdong, Hong Kong and Macao Greater Bay Area.

Mr Hui is currently a member of the 13th session of the National Committee of Chinese People’s Political Consultative Conference (“CPPCC”) and a member of the General Committee of the Hong Kong General Chamber of Commerce.  Mr. Hui is now an independent non-executive director of the following airlines and airports: Air China, Guangzhou Baiyun International Airport Co., Ltd., Beijing Capital International Airport.  He is also a director on the board of Citybus and New World First Bus.  He is also an independent non-executive director of China Power, a company listed on both Hong Kong and Shanghai Stock Exchanges.

Ms Lai Wai Kwan

Ms Lai is the legal representative of Shenzhen City Tian Qi Real Estate Development Co. Ltd. since 1995 and director of East Pacific (Holdings) Ltd. since 1994. Ms Lai has more than 25 years of business experience. Her business interests have expanded from property development to hospitality and aviation.

Mr Li Albert Chee Man

Mr Li is a Chartered Surveyor and member of Royal Institution of Chartered Surveyors and Hong Kong Institute of Surveyors. Mr Li has over 40 years of professional experience in the property developer, hospitality, and aviation businesses. He was appointed by Shenzhen City of PRC as a standing committee member of the 6th Chinese People’s Political Consultative Conference. He is a standing committee member of the Real Estate Division of the National Chamber of Industry and Commerce. In Hong Kong, Mr Li is a member of Hong Kong Professional Association and was formerly a Chairman of the Real Estate Division of the National Chamber of Industry and Commerce Hong Kong branch association.

Ms Liza Ng Shiow Lan

Ms Liza Ng is a strategic executive in the aviation industry with over 30 years of senior management experience.  Liza currently serves as the Director at Greater Bay Airlines. She joined the airline as Chief Operating Officer in June 2023, and in April 2024, she was appointed Chief Executive Officer and invited to join the Board of Greater Bay Airlines.

Liza began her career as a Management Trainee with Dragonair after earning her Business Administration degree from the Chinese University of Hong Kong. She has held key roles at Cathay Pacific, Cathay Dragon, Air Hong Kong, and Cathay Subsidiary Services, where she developed expertise in both commercial and operational areas in the airlines business.

Her professional journey includes critical functions in revenue and marketing, government affairs, alliance and revenue planning, and sales.  Liza is particularly recognised for her innovative strategies that enhanced feeder traffic from the Pearl River Delta to Hong Kong through integrated transport solutions.

Liza was General Manager of Cabin Crew (2011-2014) for Cathay Pacific where she oversaw a team of 10,000 crew members, and General Manager at Hong Kong International Airport (2014-2016), where she focused on hub operational efficiency for both Cathay Pacific and Dragonair.  As Chief Operating Officer of the all cargo airlines Air Hong Kong from 2017, she successfully transitioned the airline from a joint venture with DHL to a wholly owned subsidiary of Cathay Pacific and inducted the Hong Kong's first A330 passenger-converted freighter.

From 2020 to 2022, Liza served as Chief Executive Officer of Subsidiaries for the Cathay Pacific Group, effectively navigating the challenges faced by the catering and various ground services companies during the COVID-19 pandemic.

Beyond her corporate roles, Liza is actively involved in industry and public service. She has served as Chair of the Hong Kong Airlines Operators’ Committee and Vice President of the Hong Kong Airlines Service Providers Association Limited, Director of Skylink Company as well as holding various roles in the executive council of the Board of Airline Representatives. Additionally, she was also a member of the Hong Kong Immigration User Committee, the Hotel, Catering and Tourism Training Board of the Vocational Training Council, the Tripartite Taskforce on Maritime and Aviation Training Fund, and the Personalised Vehicle Registration Marks Vetting Committee, providing strategic counsel to policymakers in the aviation sector.

Mr Eric Tsang Chi Wai

Mr Eric Tsang Chi Wai rejoined Television Broadcasts Limited (TVB) in January 2021 as Deputy General Manager (Non-Drama, Music Production and Programme), and was then appointed as General Manager (Content Operations) in September 2021. He also holds directorships in a number of subsidiaries of TVB. He has overall responsibilities on TVB’s key content operations, including the creation of various types of content (non-drama, co-produced drama and music) and the acquisition and curation of programmes. He is a veteran actor and producer in Hong Kong’s film and television industry with an extensive network of contacts and has established wide influence in the entertainment industry in the region. Mr Tsang is committed to developing young talents for the performing arts industry and cares much about the well-being of the community. He often organises large-scale fund-raising activities for the benefits of the underprivileged.

Mr Tsang has held various important positions in the performing arts industry of Hong Kong, including the executive chairman of the Association for Betterment of Hong Kong’s Entertainment Industry in Mainland China, the president of the Hong Kong Performing Artistes Guild and the vice chairman of the board of directors of the Hong Kong Film Awards. He was granted the Ruziniu Award (孺子牛獎) by the Ministry of Civil Affairs of the People’s Republic of China in 1993 and the Medal of Honour by the Hong Kong SAR Government on 1 July 2008. He was an elected member of the Standing Committee of the Chinese People’s Political Consultative Conference of Jiangmen Municipal, Guangdong Province in 2011, and the honorary chairman of the World Trade Federation. Mr Tsang received an honorary doctorate degree from the University of Colorado Boulder in 2006.
